Except 98 wasn't good. Literally bluescreened on even the slightest driver hiccup.
Only saving grace it had was the fact it booted in seconds, so those 15 crashes per day weren't that much of an issue.
2000/XP hardly crashed at all.

All the time when something somehow worked that came from outside of the company devs.

It's understandable in as much 98 was very lightweight. That ran on 200mhz CPUs. Can't expect it to be self aware. With 2000/XP you're already in 600Mhz P3 or gigahertz Athlon/P4 territory, which can afford those safeguards.
Mac OS also crashed frequently enough in those days.
