If we take morality out of the question, it is an irrefutable fact that the severely mentally ill or physically disabled are net drains on the overall resources of society whether it be time spent by the family looking after them or tax dollars wasted to hire people to keep them alive.In ancient Rome there was no need for any laws; mothers upon giving birth would throw their deformed/diseased babies off the city walls if the Gods had cursed her with malformed spawn. Think of a mother who births a child with severe autism and decides to take care of it - that mothers life is over as she must dedicate the rest of her life to caring for an adult infant.Severe mental illness is especially limiting, as their minds are simply not capable of learning basic tasks such as cleaning, and certainly means they will be stuck in an almost infant-like state for life. Conversely, a mentally sound physically disabled person can still develop their minds and become say an engineer or architect - so not a total loss. tl;drShould we kill all severely mentally disabled and some physically (extreme cases) disabled persons for the betterment of society?

Not all disabilities are genetic and congenital, some are acquired during life so there always were and will be disabled people. Even if someone decided to genocide all people with genetic disabilities like down syndrome there still will be people with non-genetic and non-congenital disabilities who weren’t born disabled but became disabled due to for example a car accident or other incidents
