Even in the worst parts of the desert, all you have to do is put down solar panels, and the shaded area will immediately start growing grass because birds use it for shade and they shit fertilizer and seeds, you don't even need to water it.

Once the hardy shrubs start to grow, insects burrow into the ground and eat the leaves and make the soil tolerable for all other kinds of life, and after ten years, the area on the solar panel, even in the desert, is a forest, you don't even have to water it. The shade is all you need. Although water helps, you can use the energy from the solar panel to air recapture water and drop down some water to accelerate the process.
