Naval ships did fire their guns in order to suppress and destroy what they could prior to the amphibious landing taking place. It was 1944 however and GPS guided munitions weren't a thing so the ships which were already many kilometers away weren't the most accurate. Now if you're asking why they didn't fire during the landing that would be a little something called "fratricide". While the beaches were being stormed thousands of paratroopers that had been dropped hours prior were working to suppress rear line support elements and indirect fire capabilities that the germans possessed. CAS also did play a role though very limited due to the prevalence of German anti aircraft along the english channel. All in all there wasn't another method that was feasible given time and material constraints. If anything the biggest fault of the battle would have been the failure for the German high command to authorize the movement of panzer battalions towards the front. They were purposely held off and many mechanized infantry units relocated due to a successful feint by the allied powers. >TLDR they did preemptively fire on the beach
