It's kind of a weird claim, but it is definitely a way to get training data. The download speeds are incredibly slow for the average user and it is often the case that downloads are temporarily unavailable. The is fine for most people as they only need to get a single PDF that's a few MB in size and leave for a week or longer.

To download 80 terabytes in a reasonable timeframe, Meta had to purchase fast download accounts. These libraries could not have failed to notice multiple premium accounts greedily downloading more files than anyone else. It would have been the primary traffic on their servers for a long time and it made it difficult for regular users to get decent speeds or places in line.

You've never heard of "distributed computing", have you.

Zuckbook has entire datacenters full of computers just for delivering Zuckbook pages to people. All they had to do was set up a distributed server that told their existing clusters, "whenever you are idle, get the next book from the database of books and initiate the download."

This isn't even difficult. I could probably write and test it in an afternoon.
