Practically speaking yes - not because Russia is an ethnostate which it's not, but precisely because it isn't an ethnostate. Russia manages to keep its primary ethnicity, Russians, on top of the pile, while keeping its various minority groups content. The new life that Europe's leaders elected for Europe 20 years ago now is one that includes a sizeable minority of Arabs and Africans. Short of a new Hitler rising to power and committing le heckin' genocide continent-wide, which seems unlikely, Europe's path forward is to find a way to keep the native ethnicity in charge of each particular country while keeping the black/brown minorities contented. Russia knows how to do that, it's been doing it for centuries and will feel comfortable insisting on it where the current leadership of Europe will not. Or will bluntly refuse reason due to separate loyalties.
