The Russian far east is a tundra with little infrastructure and is inhabited by 8 million people, some of whom hate Russia.The problem isn't with conquering it, but holding it. It's a giant land mass that doesn't offer much outside of mineral resources and it's a shitty place to live. The only way to hold onto it is if everyone else recognizes it as being your land.
