Most estimates show that regular homeowners would pay less under it than they do now.

Property tax is what forces property owners to redivide the land to suit the next generation.Entire counties were once owned by single families, and self reliant estates were mostly hundreds of acres. The only reason anyone can buy private property and it is not all already permanently owned is because the original owners couldn't just sit on the property and own it indefinitely enjoying beautiful natural rolling scenery like some aristocrat as the value kept increasing which increased the taxes owed.It prevents people from owning a lot of land and not doing anything with it to make money.Basicly a built in method of redividing the owned land or at least forcing it to be developed into endless urban spawl to house renters, otherwise you can't afford the taxes eventualy.
