Parents do or say things to try and manipulate the child to do what they want (treats for good behavior, punishment for bad, reverse psychology, etc).Economics is that on a large societal scale. The creation of incentives (favorable tax treatment for investment incentivizes investment) and disincentives (criminalizing fraud disincrntivizes it) to have people in society behave a certain way.
