Thats already a thing dumbass, its called a talent agency. There are people who specialize in getting you on the board of whatever the fuck company, you give them a %. If you have executives at your company who were hired in rather than work there way up there... they a % cut to a talent agent, sometimes called a broker, sometimes an agent, sometimes a consultant.

I have never heard of laws against ghosting. They do it all the time.
There are also ghost jobs. Jobs that they put up because they want a Pajeet with a fake resume but have to pretend they might hire you. Or they have some nepo hire already on deck but they have to pretend they might hire you. Or they don't intend to hire anyone, but they want investors to think the company is growing. Ghost jobs should be massively illegal but they are common. Classic tell is they want 5 years experience with a software package that you have never heard of and has only been around for 2 years.
Collecting application fees for ghost jobs should be worthy of a Luigi ghosting.
