In my own city they have also put in similar measures but in doing so closed off main roads to normal traffic (busses only) meaning congestion is way up because now to get anywhere you can't just go down the main road anymore you instead have to navigate a labyrinth of old city backstreets and arcane road signage that may or may not take you to Narnia.
