Would definitely be a tie between china and Romans. Realistically romans would loose because they’d be the ones trying to expand while china would be dealing with how to feed a billion people like every couple decades. It’s really a case of who tries to move on the others turf. I don’t think any of them at their height had the ability to invade and conquer the other.
