Back about 1980, it was made public that all chinese students applying for graduate admission to use programs cheated on the GRE, both general and physics subject test. The Society of Physics Students (SPS) protested. The American Physical Society (APS and their parent organization) shut them up. Why? Lots of money to be made off foreign students at foreign tradition rates. That craven unethical crap that the APS pulled is an example of the corruption of Western culture.

Like I said, I think it's getting better now, but they have been practicing these behaviors for so long it's an uphill battle.
