Isn't this old news? Thought there was some law passed in the late 70's or 80's about how US citizens can't declare bankruptcy to escape student loan debt.

That just means those loans are in default. If your headline is right, then whoever has those defaulted loans are about to have their wages garnished in order to pay them. A bit like over-due child support.

I defaulted on mine right after I graduated, then went on disability about the same time so they could never garnish wages, then mine were forgiven outright during the pandemic because I'm disabled.
