Read any kid's fiction book from this time and the author will specifically mention when a character is black but never mention any other race. Even cho chang and the Patels are never explicitly stated to be asian POC, I'm pretty sure. It was just implied by their names. But Dean Thomas and Kinglsy Shacklebolt and Blase Zibibi oh yes lawd you best believe they are introduced explicitly as black from book 1. Every white kids authors was chimpin at the bit to pack their stories with a healthy dab of diversity

This is a simple spelling of Ouagadougou, a previous Ghana empire west African city invaded and raised by the French. I'm pretty sure wands are an allegory for literacy and education in Harry Potter and Africa had mass literacy adoption efforts since the early 1900s, about 100 years ago.
