That said, the military is strongly limited by legal/constitutional restrictions, not budget. You could easily grow the military by allowing spending on procuring weapons or paying more salaries instead of burning it all.

The idea is to maintain military traditions and the mothballed skeleton of an army so that it can be easily raised in the future. In the United States, it's socially acceptable to be in favor of a civil war. That's how our nation was founded. Generally speaking, Americans hate both candidates and are willing to talk casually mention that they pray for a day when all American politicians are brutally executed. Sometimes people will say this to strangers. When I was in Japan, I heard a politician running for mayor(?) shouting his political slogans from an ice cream truck at 0600. He woke me up. I asked my Japanese aunt why he was allowed to do that, and she told me that if you get mad at a politician for any reason, you'll be percieved as a crazy person for caring about politics. If a politician did that in America, they'd be shot dead on the spot and no jury would ever convict the shooter.

you are an American so im forgiving you of course. it's an IQ thing. this what i said is one example of what i would do, and it is not only birocracy in would cut but whole ministries, and politicians. also i would cut retirement benefits by a large because that ponzi can't continue. i would slowly order all domestic corporations to return an significant % of manufacturing back to japan ( this would cost money but it is for security reasons) , then i would start develop and sell our own weapons and not buy US things because their things ( even tho good) are to expensive. then i would also bound Yen for gold , for start.
