Price controls are always inefficient partly because they incentivise the landlord to compensate for risks in other ways. Some examples:

Demanding a higher deposit,
Setting an income threshold for considering tenants or only permitting those from certain occupations,
Non-financial barriers such as demanding extensive references or requiring more intrusive monitoring of the property while it's occupied.
If these other avenues are closed off, the landlord may exit the market. The home would probably be taken by an owner-occupier instead, reducing the supply of rental properties.

One of the problems is landlords in NYC are allowed to count unoccupied space as "losses", and deduct them from their taxes.
So they actually make MORE money by having a space listed for 5000$ with nobody in it, than having the same space listed for 3000$ with someone in it.
That's why there is so much unoccupied retail and commercial space in NYC. Landlords absolutely refuse to lower their rates, one of the major reasons being the tax benefits to unoccupied "losses".

Prices are decided by supply and demand. If they go too high, it's because there's not enough supply.
The fix to that is to look at what's bottlenecking the supply (like retarded regulations) and fixing that, not to simply change the price by law. At that point, you fixed neither demand nor supply, you just made the whole situation worse.
