The reason they refer to the Austrians as dogs is because of the similarity between the French word for dog and the German (Austrian) word for beautiful. The heavy accent at the border between German countries and France makes the words sound the same. Therefore when the Germans, Swiss , and Austrians hear the song they assume the French are calling them beautiful.
