The USSR also acted as a counterbalance to the West. There used to be a point where Westerners were guaranteed jobs, homes and a good quality of life. When the USSR was destroyed, all of that changed. There was no need to bribe us anymore, no need to "compete" with the communists in terms of providing a good life for our workers.
