When you're locked in a cold war with a communist nation that guarantees jobs and housing for every citizen, you lose the option to treat your own workers like shit be use they'll take one look at the USSR and say "we want that instead". There was no other option but to provide a good quality of life for the workers and keep the corporations in line somewhat with a progressive tax policy. If the workers were living in the kind of conditions we live in today where inflation is through the roof, wages are stagnant and housing is increasingly impossible to obtain, the ruling class would have had a revolution on their hands. And there's no worse time for a revolution than when you're in the middle if a war with another superpower.
