They have national governments that are mostly about charging a large tax to any NGO that comes to do humanitarian work and also receive bribes in many forms for resource extraction by first world companies. Very little of that money ends up being spent on running the country. As a result, the events going on in the capital have little impact on the daily life around the country. You could take over the Central African Republic but you wouldn't really control the clay outside the immediate area around the capital (pic related). Your biggest issue wouldn't be that you don't control the country, it would be that western nations would very quickly come in and take you out. Africans killing Africans for control over Africa is tolerated. Westerners taking over African clay is no longer acceptable in the West.
