Just say you cut more hair than you did, and they paid in cash, and that's your drug money laundered and the tax man happy. There are probably so many of them because you can't justify a crazy amount of revenue for one barber shop. Same with food as well, just throw away a bunch of food and say you sold it. I have known people who used flower shops for this. I guess it's probably tolerated because it's a way to get tax revenue from drugs.
