If you're making the absurd claim that the Russian Federation was still able to launch Ukraine's nuclear missiles after they became the permanent property of Ukraine, you failed to provide researchable/verifiable proof, meaning everything you say means nothing, according to you.
The Supreme Soviet of Ukraine declared the republic's independence from the Soviet Union on August 24, 1991. In that declaration, Ukraine assumed control of all former Soviet forces in Ukraine including the nuclear fleet. As of August 24, Ukraine was not longer "a territory within the USSR". As of August 29th, Ukraine had an economic and military agreement in place that conveyed the ownership of the armed forces and nuclear weapons. In December 1991, Ukraine voted for its independence and days later the Soviet Union ceased to exist. The Russian Federation had not been invented yet, but the former owner of Ukraine nuclear missiles no longer had any claim or access to them.

The Soviet Union <owner> of the nukes agreed to give the nukes and control of them to Ukraine. That negotiation process ran from August to November, 1991, at which time the ownership and control was transferred to Ukraine. Then, after Ukraine had full possession of and control of its nuclear fleet, the Soviet Union ended. Now the former owner no longer existed, so the only possible owner is Ukraine. At that time, the Russian Federation hadn't even been invented yet, so it never had any claim on Ukraine nukes, never had control of them, never owned them.
