This would solve pretty much all of the labor and trade problems in North America, for all 3 nations2. Labor quality between all 3 ethnic groups would be the highest globally.3. Certain states should be designated as mixed nation zones/exclusive nation zones. e.g. Washington State allows Canadians, but not Mexicans, and California allows Mexicans, but not Canadians (outside of exceptions and visas)
