how difficult is it to open up one of these places and get money from the government? it seems like a lot of Somalis are making a lot of money in Minnesota so it can't be that hard to do this

Find an empty address, make a business llc, apply with at least 70 kids, you might have to pass an inspection, but they apparently don't check if you have real people clients or income.

I assume you have to know someone, be from the same Somalian tribe, or (at best) be related to someone in some office that's supposed to have "oversight". Then that person just rubberstamps any paperwork for you.
