About 3,700 children of foreign workers of conscription age live in Israel, and the security service law in principle allows their conscription. On the road - and stopped due to a shake-up in the Population Authority

In addition, N12 learned that in the first months of the war there were advanced talks for a pilot between the army, the Population and Immigration Authority and the Tel Aviv Municipality, to recruit 100 children of foreign workers, which was supposed to start a year ago - but it stalled after the departure of the authority's CEO.

According to data from the Population and Immigration Authority, as of the beginning of the year, there are 3,752 children of foreign workers aged 15-25, whose place of residence is Israel. About 3,200 of them hold a temporary resident certificate. According to the Security Service Law, it is actually possible to recruit foreign citizens whose permanent place of residence is Israel - that is, a potential recruitment of the size of a brigade.

However, the army has so far refrained from doing so, due to a fear of the recruiting authorities interfering with the powers of the Ministry of the Interior, as far as those who are considered temporary residents are concerned. Since military service makes it easier to meet the conditions for citizenship, the army's position until recently was that there is no place for the army to recruit temporary residents.

Following a number of appeals by Attorney Tomer Warsaw's office to the head of the ACA, which represents a group of children of foreign workers who are interested in enlisting, in which he emphasized that the existing law allows them to be recruited even without the position of the Ministry of the Interior, and in view of the war and the urgent need of the army to increase the scope of manpower in the immediate time frame - the office responded last October.

The answer was given by the Office of the Chief of Staff, according to which "the matter has been transferred to the examination of the relevant professional authorities and it is under examination which requires further investigation". Defense Minister Israel Katz said: "The issue was not presented or brought before the Defense Minister. When he comes - we will treat him accordingly."

"There are about 3,000 children of conscription age who can form three full battalions, relieve the military and make a significant contribution to the IDF and the State of Israel,"said Attorney Tomer Varsha. The formation of the pilot was in the final stages, and the authority even had a long list of candidates for recruitment - but at the last moment the pilot did not take place following the departure of the CEO of the Population and Immigration Authority, Eyal Siso, from his position in November 2024. This, after the female employee under him complained against him for committing an indecent act - for which he was also convicted. He was dismissed from his position as a result of the case and disqualified from the civil service for 5 years.
