Philadelphia (population 1.6 million) has over 220 murders so far this year, while its northeastern peer city of Montreal (population 1.8 million) has 32. What causes this discrepancy? Philadelphia is wealthier per capita than Montreal, too. So, if anything, it SHOULD be safer.
Clearly one city is nice acting and the other not nice acting.

I remember when the Toronto Raptors won the NBA championship a few year back, and there were ZERO violent crimes reported with hundreds of thousands of people from every race and ethnicity on the street.
