Because Trump is a pushover in foreign policy and he thinks having non stop pointless meetings is actually him achieving something on these issues. This entire year he has been doing this and gotten nowhere. Every month it's 'I've had a very productive phonecall with Putin!' 'This war is going to end very soon!', 'we've made a lot of progress!' and it amounts to nothing.
