If there's a collapse, there's not really a government to prevent you from leaving. It'll be something worse. Presuming you don't have the temperament and skillset to become a Mad-Max raider, your only real hope is to escape prior to any kind of societal breakdown or accept that survival rate is going to be worse than a coinflip. But nothing ever happens. The reality is that they want you in the cities and they want to curb rural far right freedoms for the environment.
