I'm not educated enough to speak on organizational corruption, but I can definitely say that american culture and values have been utterly corrupted in all of 15 years. sure, there's always been some generational moral panic and counter culture that results in a social uproar, but not like this. the internet and mass media reached a critical mass where it became capable of completely brainwashing the average midwit into hating any other midwit purely on the basis of what media they choose to consume in order to reaffirm their perspectives.

everyone hates each other, nothing is real and it's all for the benefit of the people responsible for causing it in the first place, it's even worse than simple government corruption which at least has a tangible purpose.

It would be more accurate to say that corruption in unequally distributed in America. Corruption is a complicated and expensive process in America. Only the rich or well-connected have access to it. That makes it less obvious and more sinister. It's impossible to stop that kind of corruption. And it only keeps getting worse.

The US might be one of the most, perhaps the most corrupt, due to the size of its economy. Percentage-wise, it appears to have a lot of corruption too, though it is clearly not the most corrupt. In order to win that title, you'd probably want to look at poorer countries, like Nicaragua, Venezuela, Angola, Yemen, etc.

If you take the time to inform yourself and to read widely about politics, you have to admire the American system. It is so rich precisely because of the quality of its institutions - unlike what an uninformed person would think, ie that it is rich because it has bad institutions.

By that standard, you can also gauge corruption in Europe. It's not realistic to think that Europe is particularly corrupt, percentage-wise, by world standards, since Europe is not poor. Yet, Europe is more corrupt than people realize, especially Europeans.

Russia obviously has a lot of corruption, more than the US in percentage of GDP. Russian elites are wealthy and stagnant, and there are few checks and balances in the political system, and little political freedom. Putting those two together, the result can't be positive for quality of governance. Yet, Russia is surprisingly effective in some technical areas, not just resource extraction, but others like nuclear power. But still, the invasion of Ukraine is strong evidence of a system gone mad.

BTW, on the topic I know most about than anyone here, Portugal is surprisingly corrupt, which is one of the reasons it remains substantially poorer than other European countries. Maybe I'm biased because I don't know other European countries in detail, but local politics in Portugal are super-corrupt. National politics has less blatant corruption, we would compare favorably against Brazil, for example, which happens to have an American inspired system. But still, national level corruption can reach billions of euros when there are projects funded from abroad - usually European Union related, though we've also had corruption in military procurement (eg German submarines) (apparently, corruption is very common in the western world in the defense industry), and also in sports (eg when we built 7 new stadiums just for Euro 2004, the soccer tournament).
