The float daily tick price of silver is this paper claim on an ounce that can't be yours, trading to someone else who wants to buy that piece of paper claim on an ounce of silver that can't be yours.

If a new law came through that all claims on silver must settle to a unique holder, than the price of silver would chirp up into the thousands of dollars and very briefly a hundred thousand US Dollars per ounce, before the cost of extraction and silver mining brought it back down to how much effort it takes to yank it out of the ground.
