There are a lot of third party stand alone actors in the region that somewhat fit this bill and the failures of communism are oft helped by American counter revolutionary techniques. America is planning on a war with China in 12-24 months as inevitable, it's the driving factor behind the AI race and reliance on central and south America are absolutely necessary to survive such a conflict. If China wants to keep a conflict off their doorstep they can work on expanding their markets and influence in this region.
