In most cases, it's better for your city to have ten buildings that are ten stories each than it is to have one building that's 100 stories tall.

The bigger the building the more space is needed for elevators, fire escapes, utilities, earthquake prevention etc. The only reason why you should build taller is if space is limited. Since you could house more for cheaper if you cap at 12 floors.
