Maybe some of most of Jews aren't in on it completely, maybe they think all the Eye symbolism is a big joke. Maybe they play the "we're just taking care of our people, having and re-having the conversation of our people's history regarding how to deal with diversity, how it is to be a minority in someone else's empire." Maybe they are more or less used by the higher-ups. But the fact remains that they're all culpable in producing propaganda that has a real effect on the masses.

Those with power who wish to grow and extend their power see 1984 as a sort of instruction manual. 1984 had never been written, then those ideas would never have been implanted into the minds of those who wish to bring it to life, and they're entirely incapable of inventing such an idea themselves.
