This is how it is in most non-shit countries now. Population can't infinitely maintain itself or increase. Declines are, quite literally, historically natural. Things decline, society inherently becomes more traditional out of necessity, this forces women to be women and be treated like it, they go back to being saved for family building, families build up, and in three or four generations your population is stabilized again.
