Probably. This is a propaganda claim you put out before you bargain for a peace treaty. The Dnieper river is a natural border for them and most of the people on the other side of the river are ethnic Ukrainians who prefer the EU to Russia and would be a pain in the ass to control.

What they really want is the southeast which is largely ethnic Russian, has a bunch of oil under it and gives them a land route to Crimea

The concept being that you should make peace and surrender the southeast so you can hold onto your northern oil fields.

That's why they offered the peace treaty before the war started that recognized they owned Crimea and kept Ukraine out of NATO. Those are those two main objectives, everything else is secondary; but they will be getting some new oil, minerals and farmland as well as a buffer zone between them and NATO and a land route to reinforce Crimea.

They've paid for it; but they've gotten some benefit.

I think its calculated saber rattling. He's offered 3 paths to victory, the most conservative of which is the most likely and accomplishes Russia's actual objectives. The second scenario threatens to take the northern oil fields as well and then imagines them taking territory across the Dnieper that they don't really want and the final scenario proposes completely conquering Ukraine which isn't really something they want either.

The effect though is that if you get the first scenario then you both claim its a victory and claim you were generous for letting Ukraine keep as much territory as you did.

Plus that sort of spending is usually funded by debt (or things that are effectively debt, like deferred maintenance) is only debatably worth it long term. You could even consider the lost lives a kind of debt, since you lose out on all of their future economic potential.
For exports from what I read Russian military exports were hurt by the war since it had to delay export orders to send material to fight in Ukraine.

If they had accepted that they weren't getting Crimea back that would have settled the border dispute. Hence Russia needed to demand they wouldn't join NATO afterwards.
