Russia's most modern weapons were largely designed in the 2010s and beyond with significant access to western consumer technology. They were at least as "smart" as your smart phone, because they were basically using the same chips. Missiles are modular, so you could feasibly have a modern guidance system built with imported technology guiding a rocket motor built in the 80s with an explosive payload built in the 60s.

What this demonstrates is that sanctions against the importation of militarily-relevant technology have been very successful. Russia likely needs to horde what remains of its trickling supply of modern chips to maintain its air force and sustain EW systems, forcing them to devolve the technology inside their smart munitions to a level that they actually possess the technological know-how to produce domestically, which as you can see is quite a ways back.

Unfortunately the payload is just as dangerous whether it was a tonne of HE from the 60s or from last year, but with significantly less sophisticated guidance, they are far less accurate. That means both needing to fire more missiles on average to hit your intended target, and means that it's less likely any missile that saturates air defense and slips through will be the one that's on-target.
