If you're not very technical, a cheap MacBook with an M-series chip and a decent amount of RAM will go a long way. Avoid Intel Macbooks like the plague.
T-Series Thinkpads have been my go-to for over 20 years. After 2012, they went significantly downhill in quality. I have a T14 Gen 3 AMD and it's ok, but it will be my last. Lots of weird BIOS problems, soldered RAM and CPU.
Business class Dell laptops are still half-decent, with a few caveats. Precisions are over-engineered and have shittons of driver, cooling, and power delivery problems. Latitudes are workhorses but you can only get them with Intel chips, which have been awful for years. You can get higher-end consumer grade Inspirons with AMD Ryzen chips that run cool, have good battery, and pack a fairly decent punch for video editing.
Not sure about HP these days. ProBooks and EliteBooks used to be decent but I haven't used one in ages. Their consumer laptops have been shit for ages.

Windows 8.1 with the old style start menu is unironically the best Windows Microsoft has ever released.
It's as stable as 7 if not more, while actually being lighter and faster since it had to run on underpowered tablets with Intel Atom CPUs, and it's the last version of Windows you can run off a HDD without wanting to kill yourself.
Windows 10 is simply worse than 8.1 yet the disconnect between people's perception of it and reality makes me think it was never about objective judgement.

Installing any linux distro is as shrimple as slapping the default iso on a thumb drive, inputting a username, and selecting the default options for everything else and then waiting about 15 minutes.
