I don't know if it's true, but I heard that the 2022 invasion was understaffed due to "ghost soldiers"...i.e. soldiers who exist only on paper and corrupt officers pocket their paychecks from the MoD. Supposedly many of the batallions that were sent into Ukraine early on were composed of a large numbers of ghost soldiers and hence seriously understrength relative to their numbers on paper.
