He's a figurehead. Most Iranians don't know or care for him personally, they just know his name and rally behind it because he represents Iran before it got conquered by islamist radicals. He claims he wants to lead a transitional government for democratic elections, but ultimately it's not up to him. The reason Trump is drawing out the protests before intervening is because he wants to see which general would be most amenable to deal with. This is the way the US is handling things now, we're not installing leaders, because that would require OUR boots on the ground to give them legitimacy, instead we're working with established power structures.

When Khamenei and his gang flee the country, He will come back and shorty after, they will set up an election to decide who rules the country, but since it would be only months after the regime change and since the society is still heated up will all the tension and excitement that comes with kicking Khamenei out of the country, they will "vote" Reza Pahlavi to rule the country.
It happened 47 years ago. it will happen again.

You can't have elections without an army. One general will play ball, then the rest are going to get blown the fuck out. The US and the new guy in charge will not recognize Palahvi as anything more than a normal iranian citizen and the populace will comply with the orders of whoever has US backing. No one's gonna give a fuck about elections in the short term while the country is in the process of unfucking itself. Iran is going through a drought and doing whatever the US wants will let aid flow in.
