I think that the sheer amount of them are because when we went from hunter gatherers to agriculture we specifically bred them, like we did with farm animals. They were needed, to build, maintain or defend cities. Traits like just "going with the flow" or whatever the rulers or authority figures are exactly the kind of traits you want for maintaining those kinds of city states. In fact, if you're the ruler you actually don't want a soldier that often questions orders. We allowed them wives and to breed in exchange for their labour.

Even if you go to the industrial revolution, it was still a shift from agriculture to factories, there was still a need for the NPCs to do things like operate the machines or look after them.

But I don't think the coming years will be too kind of them. They already have a hard enough problem with telling apart things like ChatGPT from real people or letting it be their inner monologue. And that's only going to get worse as the technology gets better. More automation also means you need less NPCs to maintain civilisation.

I don't think it's enough to just have the inner monologue, the NPC imagines it as just purely like a narrator and doesn't see the benefit in using it but there are some that I'm sure are aware of how to use it and maybe from time to time will have private thoughts (like judgements against others or something like that) but they never use it like an inner critic or as you mentioned, actually examine their own lives. I think it's possible for someone to "snap out of it" and actually develop sentience but I think it's also maybe like with language, that the early years are crucial. The later it takes perhaps the worse it will be for them, because they will have realised they've wasted a lot of their life on autopilot and there will be a lot of deep regrets.
