People who have 401k's invested in normal stocks that run by normal rules. Let's say the DOT suddenly passes a law that requires airbags to have a special sensor they themselves will buy tons of the stock of the companies currently making sensors nobody cares about now on the cheap as insiders before the law passes and regular people with investments in standard airbags will see their stock drop as nobody expected needing worthless sensors.
