The initial people who were angry attract others who either weren't that angry but are happy to join in now that the snowball's rolling, or have been made angry by the repressive actions of the government in response to the initial people; the people who start the revolution are not necessarily those who end up defining it. Without good leadership which defines clear grievances and demands, a revolution either splits into a bunch of rival factions to eat eachother up, or you get a Yellow-vest situation where everyone comes out to demonstrate how angry they are but everything eventually fizzles out because they can't form a coherent narrative of or find a popular representative for what they want.
