Seems like a bill intentionally designed to fail to be honest. There is a fraction of Republicans that only follow Trump because they're too cowardly to risk losing their next elections by opposing him. Adding a new state that hated them, would ruin them even more decisively. Crossing Trump is poison to their career, but adding a liberal-voting state is an absolute guillotine.
