States in the USA have no power over the federal government UNLESS the federal government doing something would be considered overreach.The president has every power to deploy the national guard for legitimate emergencies and usage. If there is an actual area of genuine lawlessness or another country literally invades the president has absolute authority to use the national guard as he or she or xir sees fit.
