Iran has a bunch of different ethnicities and ideologies. If the government falls, will Kurds and Baloch militias try to take advantage of the turmoil? Also Shia militias loyal to Khameini will still be there, along with the Taliban at the border.Is the US/Israeli plan actually to have a stable monarchy like their Arab neighbours or do they want an Iraq/Syria that is unstable and can just be exploited whenever they want?
