Trump preordained so: Peace Through Strength. Reagan's slogan. Rubio has to actually implement it. Rubio is not only Sec of State, he's also NSC, the first time both positions are combined since Kissinger.

But in practice, Rubio is more reminiscent of Brzezinski, the unlikely hawk in Carter's administration which was remembered for foreign policy weakness rather than hawkishness and strength.
The truth is more nuanced than one-liner cliches. The truth is that Carter's administration (while tending dove-ish vs the NSC being hawkish) begun the departure from the detente heralded by Nixon & Kissinger. And part of the reason behind Carter's Iran embassy screwup was Reagan's campaign team secretly negotiating behind everyone's backs with the Iranians.
Regardless, let's look at the practical achievements.
From 1979, Brzezinski could finally realize his hawkish approach to the Soviet Union after its predicted invasion of Afghanistan starting with Operation Storm-333 (the international media campaign prior and following that set the playbook for the media campaign prior and following Russia's invasion of Ukraine in 2022, Brzezinski's playbook proving a future-proof work of genius)
There was also the 1978 Camp David Accords which laid the path for Arab reconciliation with Israel and ensured stuff like the 1973 OPEC rebellion would never happen again, securing America on that front. Of course Iran going gangbusters caused an oil crisis of its own but thats another topic.

The gist of the matter is, what Brzezinski started and what Reagan's team applied in full (also being consulted by Brzezinski on policy, as well as Kissinger but I doubt he's had much effect on anything since the 80s aside from things like the disastrous Russia Reset from the late 2000s onwards), is to show Russia and other American adversaries not the meek face. Not to play by the rules all the time
