Besides, there really is only so much you can do to secure OTA communications, even with using encrypted signals/frequencies, or using code languages if it's being broadcasted over the air anyone with the right equipment can pick it up and (eventually) listen to it properly. Even back in WW2 with the German Enigma machine, once the allies figured out what encryption key the nazi's were using, encrypting communications became useless until they pushed out new enigma machines with new coding and instructions to every base, ship, submarine, and large aircraft.

Kurds and other groups act as agitators and fan the flames which is why the Iranian regime cracked down on the Internet so that the agents operating would not receive intel or instructions from their handlers.
