It was actually created as a "temporary" measure to combat gangs, but that turned into a fight against commies, etc etc. In its current incarnation, it's supposed to enforce federal law and fight interstate crime. Instead it's being used to persecute political opponents and it ignores violations of federal law if it's politically convenient to do so.
