Russia is under dictatorship, legal protests are impossible, and illegal wont be tolerated. In general people just passively wait for things to change. Like that case with Wagner uprising, where population in Rostov-on-Don treated them not like some enemies, but as war heroes, their illegal actions were not met with hostility. Mayor and police chiefs escaped the city right away.

If there is faction with actual power and not formed that "ethnic liberals' aka migrant jews, with goal to take power, people will just watch who wins, and they will watch just as passively even if Cucktin will be arrested and taken away right before their very eyes. Russians are simply apathetic politically, they are used to the way things are and all post-communist states are fucked politically in general in a sense that there were no real politics, there was lot of shitshow and after fall of Soviet Union politics (and because of that also big portion of economy) was taken over by intelligence agencies. This is big reason why you have oligarchies in these parts. Putin himself was KGB agent. Polish politics are equally bad with most people also being clueless about politics, which you can see even on /pol/ with how many posts with polish flags sound extremely naive.
Normal russians would surely protest if life quality got seriously low, because that's what all people do. Even if they are used to lower living standards and thus have higher pain threshold when it comes to losing nice things, they are still normal people.
As for incompetency being good enough reason, you have to realize that there is subcategory of russians who have severe complex because they cope with their worse standards by taking pleasure in making others suffer. They are fine with living like shit as long as there is someone below them. These are the people who are against Putin because they think nukes should start flying long time ago. They are fine with living without gas pipes to their towns as long as there is someone who fears them.
